Johnson fears loss of UK's power and magic if Scotland breaks away

 

LONDON (Reuters) - Prime Minister Boris Johnson warned on Monday that Britain would be weaker if the union that binds its four nations were broken - his latest rejection of a growing push for Scottish independence.

 

Disagreements between Britain's constituent nations - Scotland, Wales, Northern Ireland and England - over the handling of the coronavirus pandemic have damaged relations already badly strained by Brexit.

 

That is particularly the case in Scotland, which voted against leaving the European Union and where opinion polls show support for independence narrowly outweighs support for its 300-year union with England.

 

"The union of the United Kingdom is, for me, it's the greatest political partnership the world has ever seen," Johnson told broadcasters, when asked what the union meant to him.

 

"It would be such a shame to lose the power, the magic of that union."

 

Scotland voted 55 percent to 45 percent against independence in a 2014 referendum, but the Scottish National Party which runs the semi-autonomous nation wants another vote. Although voters there backed staying in the EU, Britain as a whole voted to leave.

 

Johnson's Conservative Party, which governs all of Britain and decides policy in areas that have not been devolved to Scotland, is a strong supporter of the union and dismisses any call for another vote.

 

However, Johnson and other senior ministers have visited Scotland in recent weeks, talking at length about the strength and benefits of the relationship.

By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 264(b) of title 42, United States Code, it is hereby ordered as follows:

 

Section 1. Amendment to Executive Order 13295. Based upon the recommendation of the Secretary of Health and Human Services, in consultation with the Acting Surgeon General, and for the purposes set forth in section 1 of Executive Order 13295 of April 4, 2003, as amended by Executive Order 13375 of April 1, 2005, section 1 of Executive Order 13295 shall be further amended by replacing subsection (b) with the following:

 

"(b) Severe acute respiratory syndromes, which are diseases that are associated with fever and signs and symptoms of pneumonia or other respiratory illness, are capable of being transmitted from person to person, and that either are causing, or have the potential to cause, a pandemic, or, upon infection, are highly likely to cause mortality or serious morbidity if not properly controlled. This subsection does not apply to influenza."

 

Sec. 2. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:

 

(i) the authority granted by law to an executive department, agency, or the head thereof; or

 

(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

 

(b) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

Small plane plummets and sinks into New Hampshire lake as boaters watch

 

Boaters watched in shock Sunday afternoon as a small plane fell 1,000 feet into New Hampshire’s Meredith Bay and sank into 65 feet of water, police say.

 

One witness, an off-duty cop, reportedly managed to pull the pilot aboard a boat. The pilot, identified as 78-year-old David Grapes of Center Harbor, N.H., suffered non-life threatening injuries, New Hampshire State Police said in a statement posted on Facebook.

 

Marine Patrol Officer Zachary Cobis was patrolling Lake Winnipesaukee about 3 p.m. Sunday when he was flagged down by a boater who reported seeing an ultralight plane crash into the water, police said. The plane sank not long after hitting the water, according to witnesses.

 

“Cobis immediately responded … and located the pilot, who had been pulled from the water by other boaters,” police said. “Officers learned that the ultralight was approximately 1,000 feet above the bay when the engine stopped.”

 

Grapes was the only person in the plane when it hit the water and sank to the bottom of the harbor, officials said. He was taken to a hospital.

 

Witness Joe Ponzo, an off-duty police officer in Stoneham, Mass., was among the witnesses who rushed to help, WMUR reported. Another bystander got a life jacket on the pilot, and Ponzo said he pulled Grapes into a boat.

 

“I’ve been on the job 23 years, this is one of the most bizarre events I’ve ever seen,” Ponzo told CBS Boston. “It just kind of dropped out of the sky, came nose-first right into the water. I’m like, ‘Oh my god it just crashed.’”

Challenger demands Lukashenko 'hand over power' after election crackdown

 

The main challenger in Belarus's disputed election called on President Alexander Lukashenko to give up power on Monday after a fierce police crackdown on protesters saw dozens wounded and hundreds detained.

 

Svetlana Tikhanovskaya, whose surprise candidacy is posing the biggest challenge to the veteran leader in years, said Sunday's presidential vote had been rigged and accused authorities of resorting to force to hold on to power.

 

"The voters made their choice but the authorities did not hear us, they have broken with the people," Tikhanovskaya told a press conference after police used stun grenades, water cannon and rubber bullets to disperse crowds in Minsk and other cities.

 

"The authorities should think about how to peacefully hand over power to us," she said. "I consider myself the winner of this election."
