Robert S. Kemper (Steve Kemper), Paris City Councilman, was arrested today on the following allegations:
Two Counts of Criminal Sexual Assault - Class 1 Felonies
One Count of Aggravated Criminal Sexual Abuse - Class 2 Felony
He is currently being held in the Edgar County Jail on $150,000 Bond
