The chain of thought is that doctors have held back cures before. Doctors have conducted horrible experiments on people before. A "global scale up" of withholding cures is completely feasible when we know that this has occurred on a smaller scale.
It has been done to groups of us before. Now it is being done to all of us. Where We Go One, We Go All.
