Not sure. I think that's why it's not used widely I'm sure there are tribes somewhere who have the recipe memorized how their tribe taught them. Also, some beverage companies offer a diluted version that doesn't specify the amount of quinine contained per serving. If you made it yourself by processing the Cinchona plant I think it would just be an experiment you'd have to repeat many times before you had an effective tonic..

YW. If you are the type who likes to experiment… Cinchona bark is easy to find through online retailers. I know it's available on Amazon and Ebay, you can also find it through herbal dealers.

I like to experiment and I have researched making my own. But, I realized I'm not a chemist or herbalist, so I don't trust my skills to make an effective/safe tonic. So, I just wash my hands and try to stay clean.
