I didn't personally handle any of the mail-in ballots, so can't vouch for the weight of the paper. (we had the voters give them to the precinct manager directly)

 

But its would make sense that if the secure paper is being used for precinct voting, that they are also being used for mail in ballots.

 

Again, state level decisions - but would make sense for detecting fraud.

 

Did ask in training about the mail in ballots if they are scanned once opened in GA and the answer was "yes". I was more curious about manual counting - but now understanding the secure paper that makes more sense.
