I have looked for a law and can't find a specific offense that can be charged. What is it?
I think going too slow is something the driver would be charged with. There does not appear to be a federal law against blocking a highway.
Yes- state law. I was referring to there seemingly being no law against blocking a major highway, as they used to do in Seattle until the woman was killed.
