Portland Terrorists have been setting dumpster fires, property damage that the district attorney said they would be 'held accountable' for. Not sure if that means just paying for damage, or actually getting locked up.
I think I saw somewhere that they would have to pay for the damage, but not face jail. So maybe not even 'catch', just take down names and mail a bill for damage.
