There are five main ways of collecting intelligence that are often referred to as "intelligence collection disciplines" or the "INTs."

Human Intelligence (HUMINT) is the collection of information from human sources. The collection may be done openly, as when FBI agents interview witnesses or suspects, or it may be done through clandestine or covert means (espionage). Within the United States, HUMINT collection is the FBI’s responsibility. Beyond U.S. borders, HUMINT is generally collected by the CIA, but also by other U.S. components abroad. Although HUMINT is an important collection discipline for the FBI, we also collect intelligence through other methods, including SIGINT, MASINT, and OSINT.

 

Signals Intelligence (SIGINT) refers to electronic transmissions that can be collected by ships, planes, ground sites, or satellites. Communications Intelligence (COMINT) is a type of SIGINT and refers to the interception of communications between two parties. U.S. SIGINT satellites are designed and built by the National Reconnaissance Office, although conducting U.S. signals intelligence activities is primarily the responsibility of the National Security Agency (NSA).

 

Imagery Intelligence (IMINT) is sometimes also referred to as photo intelligence (PHOTINT). One of the earliest forms of IMINT took place during the Civil War, when soldiers were sent up in balloons to gather intelligence about their surroundings. IMINT was practiced to a greater extent in World Wars I and II when both sides took photographs from airplanes. Today, the National Reconnaissance Office designs, builds, and operates imagery satellites, while the National Geospatial-Intelligence Agency is largely responsible for processing and using the imagery. Geospatial Intelligence (GEOINT) is the analysis and visual representation of security related activities on the earth. It is produced through an integration of imagery, imagery intelligence, and geospatial information.

 

Measurement and Signatures Intelligence (MASINT) is a relatively little-known collection discipline that concerns weapons capabilities and industrial activities. MASINT includes the advanced processing and use of data gathered from overhead and airborne IMINT and SIGINT collection systems. Telemetry Intelligence (TELINT) is sometimes used to indicate data relayed by weapons during tests, while electronic intelligence (ELINT) can indicate electronic emissions picked up from modern weapons and tracking systems. Both TELINT and ELINT can be types of SIGINT and contribute to MASINT.

 

The Defense Intelligence Agency’s Central MASINT Office (CMO), is the principal user of MASINT data. Measurement and Signatures Intelligence has become increasingly important due to growing concern about the existence and spread of weapons of mass destruction. MASINT can be used, for example, to help identify chemical weapons or pinpoint the specific features of unknown weapons systems. The FBI’s extensive forensic work is a type of MASINT. The FBI Laboratory’s Chem-Bio Sciences Unit, for example, provides analysis to detect traces of chemical, biological, or nuclear materials to support the prevention, investigation, and prosecution of terrorist activities.

 

Open-Source Intelligence (OSINT) refers to a broad array of information and sources that are generally available, including information obtained from the media (newspapers, radio, television, etc.), professional and academic records (papers, conferences, professional associations, etc.), and public data (government reports, demographics, hearings, speeches, etc.).

 

Unlike the other INTs, open-source intelligence is not the responsibility of any one agency, but instead is collected by the entire U.S. Intelligence Community. One advantage of OSINT is its accessibility, although the sheer amount of available information can make it difficult to know what is of value. Determining the data’s source and its reliability can also be complicated. OSINT data therefore still requires review and analysis to be of use to policymakers.

Job Detail

Performs postal duties in Army postal unit or base post office.

 

Must know contents of military and Post Office Department regulations pertaining to postal operations, including acceptability and classes of mail, rates of postage and fees, authorized usage of official mail indicia, distribution and dispatch procedures, handling of registered mail, and disposition of undeliverable mail and articles found loose in the mail; must know how to use and maintain postal locator files and interpret source documents relating thereto; must know how to prepare and use forms involved in Army postal activities; must know procedures and policies regarding Postal Union mail and International Postal Service, including classes, rates, restrictions, and prohibitions; must know use and application of Directory of International Mail; must be familiar with patron preparation of customs documents and postal processing of these documents; must know procedures and policies used in processing and answering complaints, tracers and inquiries covering loss, destruction and improper handling of all classes of mail; must know maintenance of mail handling and dispatch records, interpretation of records and reports of postal activities, and preparation of reports required by command and Department of Army headquarters; must know regulations pertaining to postal financial operations and operations performed at all service windows; must be able to operate an APO unit geographically separated from parent APO.

 

Must be qualified as Postal Clerk (71F40); must know all postal procedures and techniques used by postal personnel in operation of Army and base post offices; must be able to organize, control, coordinate, and supervise technical operations of postal unit; must be able to instigate work simplification methods; must be able to perform supervision of customs inspections conducted by custom agencies; provides advice and makes, recommendations to the commander aid staff on all matters pertain to enlisted personnel and their families; accompanies the commander on inspections and visits and at ceremonies; assists in inspection of command activities facilities aid personnel as prescribed by the commander; holds First Sergeants' or Sergeants' Major call to announce information and instructions; insures that newly assigned enlisted personnel are instructed in military courtesy, customs, of the service, and command regulations or policies; provides counsel and guidance to NCOs and other enlisted personnel of the command; inspects duties performed by subordinate NCOs; notes discrepancies and initiates appropriate corrective action; assists in reception of visitors to the command; sits as president or, member of command promotion board for NCOs, as authorized by regulations; performs other duties prescribed by, the commander.

 

Must be qualified as Postal Clerk (71F20); must know military and Post Office Department rules and regulations concerning money order service, acceptability of mail matter, wrapping, packing, addressing, records, reports, postal rates and fees, size and weight limitations, endorsements as to contents, registry and insurance and certified mail services, and special delivery and special handling services; must know rules, regulations, and procedures involved in processing claims and inquiries concerning loss, destruction, and mishandling of mail; must know mail distribution and dispatch systems used by Army and Post Office Department; must know Army clerical and administrative procedures; must be able to assist Postal Officer in all phases of postal activities; must be able to provide leadership to organize, control, coordinate and supervise operation of an APO or APO unit; must be able to plan, coordinate, and supervise matters pertaining to leadership, operations, and training of subordinate postal personnel; must be qualified as Postal Clerk (71F40); must know all postal procedures and techniques used by postal personnel in operation of Army and base post offices; must be able to organize, control, coordinate, and supervise technical operations of postal unit; must be able to instigate work simplification methods; must be able to perform supervision of customs inspections conducted by custom agencies.

Enough is enough: the House Oversight Committee, which oversees the U.S. Postal Service, should come back to Washington as soon as possible to hold a public hearing with the Postmaster General.

USPS leadership should have to publicly explain their recent staffing and operational changes that have led to mail slow-downs, & directly respond to Americans’ urgent questions about getting mailed prescriptions, carrying out business, and making sure absentee votes are counted.
