They could breed those people, perhaps without their knowledge by drugging them and removing sperm and ova, and then raise the children among an illuminati clan, far away in the wilds of Kazakhstan or Northern China. In order to breed a Nimrod clone, they would need several generations, but this could be done given modern technology such as in-vitro fertilization and implantation of fertilized ova into a womb. They may have thousands of girls carrying babies for them and this could have been going on for at least one, if not two human generations. After all, you only need 15 years from fertilization to first pregnancy.
