I've wondered this too, if the white hats have a safe vax or maybe a neutered version that the military will give. Or possibly it's all just POTUS faking out the Dems by saying the vax will be available. Notice the timing. Dec or Jan. AFTER the election. Could be POTUS is saying it just to take away the ability of the Dems to say he's not doing anything and then after the election, the vax will suddenly fade into obscurity.
