It’s just potential future at this point but once you identify the cause/reason for a problem, then you can take necessary steps to eliminate the problem.
The “deep state” can exist due to layers of compartmentalization and secrecy. An “opaqueness” so to speak.
Make things CLEAR and transparent and you can see through it.
