It's easier to say American Militia because many people don't even know what a Militia is

As for their orders he only knows of what he was told or how many states even read their email / text because most of them have job's are busy making a paycheck taking care of their families

How fast the word get's out it depends on each state Militia in charge some are on top of things & some are very busy working
