KC was a HRC asset, JP ran HRC/DNC Ops and had great control over the two. KC likely used his position in Gov to aide, play block, attack HRC opponents and cover up for her/dnc allies misdeeds, just as was done here.

KC acted (to cover up) when SSA agent questioned whether CP was c_a linked, this was later in the game and prolly rooted in an outsider trying to figure things out. This SSA alerted in a sense that there was speculation (i think CP made it public and insiders knew in 2016).
