if I were doing such a theme I'd make one good one.
use layers and then the masking is very easy.
after you get it all laid out you take the text, you mask that part. you copy and past to a different layer. you do a 'outline neon'. then take that, copy it, do a threshold. use the threshold to make a new mask. you use that mask on the neon text outline. then copy that, it will be a partial, and put that in it's own new layer. MOve that over the original layer, and you have something people can read.
Or you can copy the text as text, change the font color, and skew the two layers.
