Nakasone isn't going to let them fuck with the machines. Still, I hope the ROMs are potted in at least a few inches of epoxy. Preferably done in a way that will ruin the PCB if removal is attempted.
If it's not only saved locally, there is no protecting it. I'd feel better if the boards were molded into the casing in an unremovable way. The ROMs should be delidded and soldered directly to the board so that changing the chips would require a facility even if they do manage to pick their way through the casing without being detected somehow.
