Help me out here, anons…

If they controlled the government and never thought they'd lose the presidency, then why would they go to the great lengths of using subs to travel when they had to have known they would be immune to getting caught and busted anyway. They controlled the government, law enforcement, and the media. Their crimes would have remained hidden forever…if all went according to plan. Were the subs a fail-safe, or was there something else going on beside just masking their travel?
