If the election is FUBAR, then not only will there be no elected President and Vice President, but NO down-ballot candidates either.
There would literally be no House of Representatives. Their terms expire in January, including Nancy Pelosi. The only portion of the Legislative branch remaining would be those Senators not up for reelection in 2020.
The President Pro Tempore of the Senate would automatically become President of the United States; Chuck Grassley (R-Iowa). Secretary of State Pompeo would become Vice President.
In actuality, state governors would nominate electors to the electoral college. Most states are Republican, so the Dems better hope this level of FUBAR never happens.
