Read the patent

a) you have to show ID at the post office to get an absentee ballot and it is marked with a blockchain identifier. They will only count ballots that the post office actually issued to a verified voter. If you are an illegal and you claim to be a citizen, then when you are later arrested, you will beg to be deported and banned from entering the USA.

b) You have to sign an affidavit when you apply for the ballot. If you lie (fake ID or not living in the district) then there is a BIGGER legal penalty. It will be like lying to an FBI officer or committing perjury.

Blockchain is not the big deal. Look at the patent. They have a whole system with databases and servers and software and they had it built a year ago.
