Hypothetically, any person who attempts to raise private donations to fund a proposed government security need which a treasonous Congress has resolved not to fund with "appropriations" (the theft of the American People via the Income Tax - read: Congressional middleman taking its vigorish off the top), said person could theoretically be charged with fraud REGARDLESS whether said person usurped any of the monies collected. Dollars to donuts this is what's going on.

 

Easy peasy but desperate expenditure of remaining ammunition.

Someone who should be snatched, duct taped and deposited in the middle of Maidan Square with a few documents, photos pinned on him and a few memory sticks in his pockets or otherwise on his person. Right in front of the shrine wall.

Technically anyone involved in raising private money for an important government security need, or for any reason for that matter, which a treasonous Congress won't appropriate $$$ for, can be indicted for fraud. Regardless whether said person touched a penny of said funds.But like all other "ham sandwich" indictments, this will be thrown out of court unless fifth column judge/judges are presiding.
