Everyone is born with the capacity for evil, because evil is inherent in freewill and we inhabit a cosmos that is, in certain respects, fallen. The notion of inherited culpability, rather than an inherited propensity to sin, is a feature of Western Christianity, following Augustine. It was never the position of the Eastern Church Fathers and is not the position of the Orthodox Church today.
Salvation in Christ is about transforming the human condition and the human relation to God, removing the consequences of sin as far as the east is from the west by the One Who personally bore our sins in His own body. The Eastern metaphor of salvation is the hospital, not the law court.
The obsession with legal concepts has led to many pastoral harms in both Catholicism and Protestantism - the eternal fate of those who die unbaptized in infancy (or in the womb), in the former, and those whose disabilities make them incapable of making a rational personal profession, in the latter.
I would rather trust in an altogether merciful God, Who is good and loves mankind. He always despises the punishment of the innocent.
