if you were transporting contraband you WOULD have a plate just to avoid getting pulled over!
if the container was actually full, you would need to use an 18-wheeler to pull it!
OTOH, if you bought a used container and were taking it to your farm or business to use it, it would be empty and you probably wouldn't be too concerned with the plates not being on the trailer - especially for a short haul.
plates may not have fit in original spot due to container anyway - but your pic was shit and shows little…
