Dirty or not, Pence's role is not to "Drain the Swamp." His role is to leverage his knowledge of the Swamp, to keep the trains running on time. (optics)

In the case of COVID, his job is to set those at ease who are concerned about [federal] government response. The mobilization effort is massive, and requires round-the-clock coordination. (Doesn't matter that COVID is an overblown politicized hoax. If "optics are important" then it is important to show people that the Trump administration is capable of responding to crisis.)

Keep in mind, while this 3+ year operation to Drain the Swamp is underway, the day-to-day operations of the government have to keep functioning. (not to mention, be cleansed and streamlined)

Pence has been around DC for decades. He understands the lay of the land, and possesses the relationships with the RINO low-lifes and lobbyists. ("Spies are the most important part of any army" -Sun Tzu)

That's what he brings to the table.

And yes, in order to fully convert an enemy spy to your side, you must show them that working with you is truly in their best interest. (not just out of fear) Otherwise, they may ultimately decide to betray you. This means offering them comfort and aid.
