I’m not a lawfag, but I would think that there would have to be a conviction for the EO to be ‘triggered’. Although he had been charged, he got conveniently ‘whacked’ before trial. If Maxwell survives long enough and goes to trial and is convicted, then perhaps that will sufficiently establish a connection to the island and allow confiscation, IDK?
