'''Australian Strategic Policy Institute’s Alex Joske says the Thousand Talents plan is a “Chinese government lead initiative with incentives and formal recruitment mechanisms and a national level strategy."
The Chinese government has been recruiting Australian scientists and academics to a secretive research program called the Thousand Talents Plan by offering lucrative incentives but obliges its recruits to abide by Chinese law.
Mr Joske in a report on Thursday wrote of the Chinese Communist parties’ use of talent recruitment programs to gain international technology.
He told Sky news host Sharri Markson the Thousand Talent plan, set up by the Chinese government in 2008, was one of about 200 programs run by China to bring overseas talent and technology to China.
“Some cases of recruitment might be above board, might be open, transparent and totally acceptable,” Mr Joske said.
“But what we’re learning from these indictments in the US is that a couple of these cases, perhaps many of them, do raise concerns about intellectual property and grants and so on.”
Mr Joske said his report had identified there were at least 57 recruitment stations in Australia.
These recruitment stations were established by the Chinese government who had payed local groups in Australia to carry out talent recruitment on its behalf, he said.
“It’s really important for the (Morrison) government not to just look at individuals who’ve joined the program but recognise that this is a Chinese government lead initiative with incentives and formal recruitment mechanisms and a national level strategy,” Mr Joske said.'''
