Bill Cooper said it in one of his last interviews before his untimely death, and Wernher Von Braun allegedly said it on his death bed.
The events of Bill Cooper's death were suspicious, to say the least.
With the time travel tech in mind, among other things, a part of me believes those events were to stage it to really go under the radar.
That being his final interview looks like misdirection, to me.
