David W. Archey Named Special Agent in Charge of the Richmond Field Office

FBI Director Christopher Wray has named David W. Archey as special agent in charge of the Richmond Field Office. Mr. Archey most recently served as a deputy assistant director in the Counterintelligence Division at FBI Headquarters and was assigned as the FBI senior lead at the Special Counsel’s Office.

 

Mr. Archey began his career as a special agent in 2001 and was first assigned to the Portland Field Office, where he worked counterterrorism matters, which included deployments to the World Trade Center site, Egypt, Jordan, and Iraq. He also served as a member of the office’s Evidence Response Team.

 

In 2005, Mr. Archey transferred to the Baltimore Field Office, where he worked counterintelligence and counterterrorism matters and was a member of the SWAT team. During this time, Mr. Archey served in Bahrain and Jordan; he also deployed to Algiers, Algeria, to coordinate the opening of the FBI’s legal attaché office there.

 

In 2008, Mr. Archey became the assistant legal attaché and later the acting legal attaché in Rabat, Morocco, where he worked in collaboration with his foreign counterparts in Morocco, Mauritania, Mali, Niger, and Chad.

 

Mr. Archey returned to the Baltimore Field Office in 2010 as the supervisory special agent for the counterintelligence squad. In 2012, he received the Office of the Director of National Intelligence Award for Excellence in Counterintelligence Operations.

 

In April 2013, Mr. Archey led Baltimore Field Office’s counterintelligence and cyber divisions as assistant special agent in charge. He was promoted to section chief at FBI Headquarters in September 2014, where he oversaw the Global Section in the Counterintelligence Division. Mr. Archey was then named deputy assistant director of the Weapons of Mass Destruction Directorate in October 2016.

 

Prior to joining the FBI, Mr. Archey graduated from the University of Massachusetts and Duke University School of Law.

 

Mr. Archey reported to the Richmond Field Office on March 4, 2019.

We write in further regard to matters pertaining to the Foreign Intelligence Surveillance

Act (FISA) and other matters contained in the December 9, 2019 report by Department of Justice

(Department) Inspector General Michael Horowitz.

 

As we described in our letter of February 7, 2020, the Attorney General has determined

that it is now in the public interest to release to Congress additional documents and information

related to these matters to the extent consistent with national security interests and with the

January 7, 2020 order of the Foreign Intelligence Surveillance Court (FISC). We began to

provide such documents to you on February 7. A fourteenth production is enclosed herein, Bates

numbered SENATE-FISA2020-001321 to SENATE-FISA2020-001336. The attached

production is unclassified in its current format.

 

Pursuant to longstanding Department policy, the Department has made redactions

relating to certain personally identifiable information or to ongoing investigations, enforcement

activities, and certain law enforcement operations, methods, or techniques.

 

Today’s submission, along with forthcoming productions of additional documents, is

based on extraordinary and unique circumstances, and should not be construed as precedent

setting in any regard. The production of these materials does not waive any applicable

privilege.

Editor’s Note: An FBI spokesman later clarified to ABC News that David Archey was in the acting deputy assistant director position on the day that he and others approved the opening of the FBI investigation into Hillary Clinton’s use of a private email server when she was Secretary of State. In documents publicly released by the FBI, Archey is listed as "A/DAD" — Acting Deputy Assistant Director — of the counterintelligence division and “approved” the opening of the full investigation. He left that position shortly thereafter and was not involved in the broader investigation.

After working on the Ben Carson campaign as a foreign policy adviser, in early February 2016 George Papadopoulos, codenamed "Crossfire Typhoon" by the FBI,[13] left the Carson campaign. Also in early February, he reached out to the London Centre of International Law Practice (LCILP) asking if it was hiring, agreed to join, and arrived in London to begin work. On March 6, Papadopoulos accepted an offer to work with the Trump campaign.[14] As part of his duties with the LCILP, on March 12 he traveled to the Link Campus University in Rome to meet officials with the University. While on this trip, on March 14 he met Maltese professor Joseph Mifsud and informed the professor about his joining the Trump campaign.[15] On March 21, the Trump campaign told the Washington Post that Papadopoulos was one of five foreign policy advisers for the Trump campaign.[15] Mifsud took more interest in Papadopoulos, and met him in London on March 24 with a Russian woman posing as "Putin's niece".[16]
