The "reporter" has been referred to as CJ Halliburton (CJ TV on YT).

The individual's box highlighted during Stream at time was Darius Cooper (he was talking with CJ).

CJ may have used the term protesters rather than insurgents.

And he may have said they were on the way to protest rather than riot.

But the group being en route, pretty confident that is what he said.
