The submarine pens were on the big island and were filled in when the cruise ship terminal was built at that location.

There is still a narrow bay Krum Bay next to the airport that has deep water, and at the end nearest the airport it appears to be where the yachts dock.

You can see all this on Google satellite view and compare with maps and accounts of WWII's Fort Segarra which was partly on Water Island.

Chances are that the Biden property on Water Island, which is undeveloped is part of a head fake. He tells people that he is going to his USVI property, flies to the airport, takes the ferry to Water Island, stays at a hotel or a friend's house, and in the evening when nobody is watching, he gets on a submarine shuttle in Flamingo Pond, which takes him over to St. James Island for fun and orgies. Then he returns the same way, appears at a hotel and a party on Water Island, then takes the ferry to the airport.

Other Cabal folks have used similar head fakes with an Antarctica trip concealing their trip to NZ to oversee their bunker construction and supplies. You have to go to NZ to get to Antarctica, and nobody watches the entourage who remains behind in NZ while the big name is on the icy wastes of AQ.
