Remember the situation in Belarus? (first part is own interpretation but he was offered those amounts) He was offered 94 million. He refused. Probably because country has so little deaths they wanted to make him take measures. And use his country(probably others too)to show measures work well. So he was offered 940 million(10x!), look what he says in the video. Now after he refused again the EU is on him and shit.
