I read this document carefully. Probably not carefully enough. If you do not interpret the author's use of "Syrian Regime" with "Assad Regime" as completely interchangeable there might be some alternative meaning here.
Also noteworthy though is the whitehouse naming russia as responsible for the UK assassination attack. I encourage anon's to read these pages very carefully and compare notes.
