This anon's cursory digs turned up that interlacing/deinterlacing is:

 

-still in (purported, for legacy reasons) use

-uses two streams of info

-some devices do the function better/worse than others

-hdmi is backwards compatible to it

-so is displayport

-so is the other one that came out after VGA

 

anything with a vga cable can't do it because it lacks the data stream- vga is analog

ie- the vga monitors cannot insert extant info into the deinterlacing, because it hadn't occurred to anyone to do that yet.
