Anon that sounds right, except I'd flip it. I'd describe communism as just another variant of technocratic elitism.
Doctrinaire "libertarians" are also technocratic elitists even if they are "anti-communist". But they still support rule by the global elite.
The elite can always control who gets "certified" as a legit "technocrat". They can "flavor" it with whatever "poltical ideals" will work best for THEM at that moment.
