Where is this Monument in DC?? Seems a little off; if today is canine day, why does the pic look like it was taken before the leaves came out on the trees? Also odd that the handler is wearing what looks like quite a heavy jacket for 90+ degrees and suffocating humidity which is typical for DC summer.
