Hollow point is generally designed to open up with entry, and rapidly decelerate. I suppose there's not much meat to travel through on an arm, though.. If this was 5.56 J/HP and not 5.56 FMJ… I've heard stories about 5.56 wounds that do this kind of thing regardless due to velocity and fragmentation of a hard object inside of the target.

This link below has a collection of angles. One shows the larger than golf-ball sized exit wound. The velocity from a 5.56 acts to turn your bones into shrapnel if hit. The round did it's job. In addition to creating cadavers, it created an expensive living casualty that requires 2+ comrades to assist with. Not to mention expensive drug treatments and hospital care. Through blood or Bankruptcy..
