That's horse shit. Nuland/Power/et al brought in their own snipers. Also, they put young soldiers around the Rada building to protect it from the mob. They gave those young soldiers only shields. Didn't even give them billy clubs. Most of them got their asses beat.
Guess where those young soldiers were from. They were ethnically Russian Ukrainians from the Donbass area. They were set-up.
