ended local mail delivery without photo

i think they also keep here a photo of every letter mailed with a stamp
postal clerks put all stamped letters(they do not care about metered mail)
in one mailstream
this mail is then taken to a large enough city to have a sorting machine that photographs each letter front and back as it is sorted
that is why they took out the local / outgoing mail drops
and why it slowed down the mail a day or more
our local mail goes 270 miles to be sorted and then returned to be delivered
also their delivery scanners are plotting 4 spots for every box

when the antrax scare happened
i heard a post office official say
they had followed up on the 500 letters before and after one letter they suspected
but this was BEFORE 911 when they supposedly started tracking letters
but it was in one of the large sorting places where this all started
