And he is the one who called the police when he shot the bald guy in the head. After the scene in the street he was approaching the police with his hands raised. He took responsibility and was walking to turn himself in.
Not to mention, if this was a ff, he wouldn't have let the last guy who was holding his hands up go free. The whole purpose of a false flag would be to reflect as poorly as possible the event that transpired. This kid minimized the damage as much as he could. FF makes no sense.
