FWIW I have successfully done this in my area, with the FBI. Not gonna dox myself but working on a strategy to scale this statewide in Virginia.
Basically, every politician becomes "guilty until proven innocent" through citizen-investigation.
We have the man-power that law-enforcement lacks to investigate EVERY elected official.

Organize a local group of patriots to begin Open Source Investigations of your local politicians.
Be as vocal as you can with your actions. Let the politicians know that they are under investigation. (no violence, whatsoever)
Turn over everything you find to the FBI. The most effective method is to take your printed research to the local field office, and request a meeting with an intake officer. (This works. I've done it and it resulted in a real investigation of a corrupt official.)
(Be prepared to give a coherent and organized presentation. Decide among your group who is the best equipped to brief the FBI intake officer. He will write up a report, and it will only become an investigation if a Special Agent finds the report worthy. So it is crucial that the information is clearly laid out in a cohesive line of thinking.)
FOLLOW THE MONEY. That is the most effective way to catch the bad guys. They tend to be sloppy at covering their tracks, at the local level.
Get PASSIONATE. Inspire your people to ACT.

As Sun Tzu says, "If your opponent is of choleric temper, seek to irritate him."
If a local politician is corrupt, they will likely PANIC if they find out people are investigating them. This tends to lead to erratic, impulsive behavior that heightens suspicion for both citizenry and law enforcement.
