My bet: Biden was on something for his pre-recorded DNC convention speech. He was too together, too sharp. Why has he not been able to pull that off until his recorded speech? All I could think of was "off-market drug". If so, the drug must offer only a short-lived effect. Transfusion? Baby blood-plasma? Taken just minutes before the speech?
