He's in intelligence, so there's a good chance this guy is not on the right side of things. The info that shook me was "…designed to be used in the field by agents that don't necessarily have high level IT skills." To me, that means rogue actors.
He designed this program for/during the Vietnam war to correct breaches of security by the Vietnamese. Most people should know that any breaches in intel were because the US was funding BOTH sides of that war, so this effort seems clandestine.
