Take any "Chief Health Officer"/"Chief Medical Officer" in a country/state that banned HCQ. Look at his/her LinkedIn. Is there a lot of early career non-profit work in third world countries and war zones? Especially war zones in third world countries.

What did they really do there? Is that where they got compromised?

What happened there?

Some organisations to consider:

Medecins Sans Frontiers

International Rescue Committee

John Snow, Inc. (JSI)

Look wider than the US. They're probably in all of the five eyes countries.

Is it common for a qualified doctor to work in a war zone in a third world country early in their career? What proportion of high ranking doctors did the third world war zone thing?

It seems that you need to do psyc test in most countries. In Australia, it's called UMAT. https://ama.com.au/careers/becoming-a-doctor

Apparently junior doctors need to work very long hours. That's a way to make someone more susceptible to influence.
