Marxism, according to Marx, is a universal/global movement. I guess if they're saying they're "anti-colonial", maybe they're saying they mean to be "benevolent" and not harsh to "third world" territories in order to get them "up to speed" in reshaping their societies. But that's nonsense, of course. If they intend to force change and rapid industry, it would only be harsh. This is how so many Chinese and Russians were killed and worked to death.
