That was my first thought tbqh… that and a sweep of MS13, Jalisco, et al – which is not mutually exclusive of course.
Certain things MUST keep flowing - drugs, $$, kids
Having the streets relatively cleared of most civilians, a lot of others were exposed, exposed themselves.
In the meantime, they have had to adapt and find other ways to get the drugs & kids around. A submarine was just busted with a load of drugs…I think it was in notables earlier today.
I was not clear then.
To restate - even if the economy is shut down, for the underworld (MS13, other cartels, other criminal groups), their goods (drugs & sex slaves) MUST keep flowing.
LE had an advantage when the streets were mostly empty early in the shutdown, so they could see the movement of those they need to bust. The various underworld groups had to be creative, so they resorted to various methods, a submarine being busted is only one of them.
