Looks to me like the skateboarder and the shooter may have been a team.

Shooter crosses the street from the left and fires as the boarder coming down from the right towards the victim is right next to the shooter. Shooter flees off the screen to the right and the boarder goes left to the middle off the road then comes back to the right to pick up something that looks like it might be a camera boom.

If it was a camera, it looks too far away from the victim to have been his. Was the victim a cameraman?
