if the guy who id'd the victim as a murderer/trumper then said "blow his head off" as the victim was walking towards the shooter maybe the victim thought the shooter was a threat. He saw the shooter going to his gun pouch on his vest and he tried defending himself with his pepper spray. He seems to have drawn faster than the shooter, only he had a cloud of pepper spray.

Maybe he don't know it was recorded. Yelling at cars blocking the road, then someone telling the shooter to blow his head off does not seem rational.
