After collectively scouring the internet from footage from other riot incidents, citizen sleuths on 4chan managed to uncover what appears to be the shooter in last night’s execution of a Patriot Prayer member and supporter of President Donald Trump.
The message board quickly claimed that the shooter is Michael Reinoehl, 48, of Portland.

The 48-year-old ‘professional snowboarder’ was previously featured on a Bloomberg promo for the riots where he described himself as part of the rioter’s security apparatus. Reinoehl touted his military experience and described events that led up to him receiving a bullet grazing on his arm. In the video, a neck tattoo identical to the shooter’s own tattoo is seen on his neck.”
What NO JUSTICE NO PEACE means:
If there is no police, no one will be arrested, therefore DAs won't have any charges to bring meaning there will be no need for courts and therefore no justice.
No peace means they will riot, loot, and destroy forever.

To film a movie in the middle of a public street, you have to have prior permitted authorization and law enforcement personnel on site (that the production pays for) to make sure traffic can safely navigate through during breaks, keep looky-loos away, etc. The street area is blocked off to only those working on the movie. So they'd be "yelling stuff" to their own people. No, they wouldn't be guilty of anything under those circumstances. I get what you're talking about but it's not a realistic scenario. I've been on plenty of movie sets so ask me anything.
Yes, they are always closed off to the general public in terms of access. Now, it is possible in some locations that the public can gather nearby and try to watch. But they won't be anywhere near "the action" of the filming or be able to hear what the director or the actors are saying. Any comms from set people are done through radios in a large area anyway. But theoretically, someone could say something inciteful on a radio to another who is standing nearby said crowd and they overhear it.
The set is closed off with cones or barricades or just security people who don't let you in without your set credentials. I don't think I've ever seen rope, but either a security person or things that can be moved quickly if needed to let vehicles through.
