Perp' shot through his coat, and that was the liner that jettied out. At first I thought fleece lining, then maybe down, but have not found a video showing either of these materials being shot through with a handgun yet.

Anyone made the perp's jacket yet where we might ID the liner?
At first I was thinking maybe perp had pepper-spray or whatever inside the jacket in front of or beside the muzzle that exploded when the 1st round went off, but this makes more sense. Also the sounds in the .mp4 version fit with this.
Any LE Anons on here that might confirm this could be it?
