i think hoverboard guy had headphones on. he just casually ride right into a bunch of guys yelling at each other. then he loses the board. then the car you speak of runs it over.
The car racing towards the victim are the two people yelling at Terry's friend, SHE IS A MEDIC. the cops clear them out and they eventually get in their car. It does look wacky that there is a shooting and a car races forward and parks. If it was cops they would have went after the shooter.
