New DARPA Chief Is 2nd Woman To Lead Pentagon's Secretive Research Arm
Dr. Victoria Coleman, an artificial intelligence and microelectronics specialist, has been named director of the Defense Advanced Research Projects Agency, the Pentagon’s secretive research arm.
Coleman will be the second woman to head DARPA since its creation in 1958, following Regina Dugan, who served as DARPA director from July 2009 until March 2012.
Coleman had been serving as chief executive officer of Atlas AI, which offers what it calls “cutting-edge artificial intelligence” to analyze trends in developing countries.
In announcing the appointment Monday, Michael Kratsios, acting under secretary of defense for Research and Engineering, said that the Defense Department was looking forward to having Coleman build upon “DARPA’s unmatched record of achievement.”
He noted that Coleman’s career spans over 30 years in academia, the private sector and government, including previous service as the founding chair of DARPA’s Microsystems Exploratory Council and membership on the Defense Science Board.
“During this era of great power competition, DARPA is critical to strengthening the U.S. military’s technological dominance and advancing innovations that benefit our warfighters,” Kratsios said.
Coleman’s appointment will allow Dr. Peter Highnam, who had been serving as acting DARPA director, to return to his previous position as DARPA deputy director.
DARPA’s mission, as defined by DoD, is to “anticipate, explore, and achieve the concepts and technology on which the nation’s future deterrent and defense capabilities depend.”

Dems deploying DARPA-funded AI-driven information warfare tool to target pro-Trump accounts
An anti-Trump Democratic-aligned political action committee advised by retired Army Gen. Stanley McChrystal is planning to deploy an information warfare tool that reportedly received initial funding from the Defense Advanced Research Projects Agency (DARPA), the Pentagon’s secretive research arm – transforming technology originally envisioned as a way to fight ISIS propaganda into a campaign platform to benefit Joe Biden.
The Washington Post first reported that the initiative, called Defeat Disinfo, will utilize "artificial intelligence and network analysis to map discussion of the president’s claims on social media," and then attempt to "intervene" by "identifying the most popular counter-narratives and boosting them through a network of more than 3.4 million influencers across the country — in some cases paying users with large followings to take sides against the president."
Social media guru Curtis Hougland is heading up Defeat Disinfo, and he said he received the funding from DARPA when his work was "part of an effort to combat extremism overseas."

Aiming at Trump, Biden says he won’t use military as ‘prop’ in address to National Guard group
The Democratic presidential nominee, in a virtual address to the National Guard Association of the United States’ general conference, said Trump recommended “that you should be deployed to quote, ‘dominate,’ your fellow citizens for exercising their right to peacefully protest.”
“We’re so much better than this,” Biden said. “You deserve so much better.”
His comments came a day after Gen. Mark Milley, chairman of the Joint Chiefs of Staff, told Congress that the armed forces will have no role in carrying out the election process or resolving a disputed vote.
It was a sign of rising tensions on both sides as the president has declared without evidence that the expected surge in mail-in ballots during the coronavirus pandemic will make the vote “inaccurate and fraudulent.” Trump has also suggested he might not accept the election results if he loses.
Biden has said he’s “absolutely convinced” the military would escort Trump from the White House if the incumbent lost but refused to leave.

Concerns about uniformed Marines on camera during Republican convention dismissed by White House, military officials
White House and military officials are dismissing criticism of a Republican video featuring two uniformed Marines that was aired as part of the party’s convention Tuesday night, saying their presence was simply part of their official duties.
The controversy came exactly one week after Democratic Party leaders received criticism for featuring a pair of Army reserve soldiers in uniform during their convention broadcast. That incident prompted a still-ongoing investigation from military officials.
But Marine Corps officials said they are not looking into whether Tuesday night’s Republican convention video constituted similar violations about the use of Defense Department imagery and uniformed service members in political campaigns.
“The Marines in the footage of the ceremony at the White House were at their assigned place of duty,” she said. “Their official duty is to assist the president in office, those duties include opening doors for the president,” Marine Corps spokeswoman Maj. Melanie Salinas said in an email Wednesday morning.

Skyrocketing demolition costs for riot-damaged Minneapolis, St. Paul properties delay rebuilding
Dozens of owners whose Twin Cities properties were severely damaged in the May riots have been stunned to discover that the money they would collect from their insurance company for demolition won’t come close to the actual costs of doing the job.
One day after rioters destroyed the Sports Dome retail complex in St. Paul, a construction crew hired by the city knocked the building down because it was dangerously unstable.
Then the city presented the property owners with a $140,000 bill for what it would cost to haul away the debris.
“We were really upset about that,” said property owner Jay Kim, whose insurance policy covers a maximum of $25,000 in demolition costs. “We thought that was high. But we didn’t know how much demolition would cost at the time.”
Like dozens of other investors whose properties were severely damaged in the May riots, the Kim family was stunned to discover that the money it would collect from its insurance company for demolition won’t come close to the actual costs of doing the job. Most policies limit reimbursement to $25,000 to $50,000, but contractors have been submitting bids of $200,000 to $300,000. In many cases, the price of the work is not much lower than the actual value of the property, records show.
Contractors acknowledge that prices for riot-related work are far higher than usual, but they said that is because government regulations require them to treat all debris from a burned-out building as hazardous. Industry veteran Don Rachel said those rules can double demolition costs.
