the rail has a more nefarious purpose.
It is to be in place to move the workers to and from major cities. let them out to work during the day, shuttle them back, out of sight, at night. They will be kept in the worst areas of Ca.
People will be slowly forced out the areas they are living in now to camp like living quarters.
That is probably only until the robots are all in place so the workers drones are no longer needed at all. then they will be eliminated.
Makes one wonder about all those set fires and then the floods.
